There are stop lights but drivers do not always obey the traffic laws. We pretty much ate our way through 3 days in Hanoi. Realistically, Hanoi can be done in about 2 days. 3 days is certainly plenty but 2 days is perfect to still see and do everything you might want to do and eat your heart out as well.
